Anyone who sells life insurance, health insurance or annuities needs a state agent license. The Florida 2-15 exam covers life policies, provisions and underwriting, annuities, health policies and provisions, social insurance, and the Florida insurance code.

Florida law makes it unlawful to sell or solicit insurance without a license from the Department of Financial Services, and every state has the same rule for its own license. Florida Statutes, Section 626.112 (License required).
